Mayor & Council

The Town of Wilson's Mills, NC is located in Johnston County and was incorporated in 1996. The Town operates under a Mayor-Council form of government with five (5) members who are elected for four-year staggered terms. The qualified voters of the entire Town elect the Mayor. Regular meetings of the Town Council are held on the 3rd Monday night of each month at 6:30pm.

A lifelong resident and dedicated public servant of Wilson's Mills, Mayor Byrd is a proud graduate of the original Wilson's Mills High School. She has consistently championed the town's educational and cultural heritage. Before her election as mayor in 2022, she served as the town's Zoning Officer, gaining valuable experience in municipal planning and compliance. 

Beyond her official duties, she co-manages a family farm and serves as pastor at Wilson’s Mills Advent Christian Church, reflecting her deep commitment to faith and community service. Mayor Byrd's leadership is marked by her dedication to community development, educational advocacy, and preserving the town’s rich heritage. Her multifaceted roles underscore her unwavering commitment to the growth and well-being of Wilson's Mills.

Mr. Triplett's ongoing service reflects a deep-rooted passion for Wilson’s Mills and a genuine desire to help the town thrive for generations to come.

Councilmember Carolyn Dobbin was elected in 2019 and is currently serving her second four-year term as Councilmember and the liaison for the Planning Department. She is the daughter of the late George & Nora Whitley of Wilson's Mills. She was raised in Wilson's Mills and is a graduate of Smithfield-Selma Senior High School. She then went on to complete two years at Johnston Community College.

Ms. Dobbin worked for the Office of State Personnel in Raleigh before retiring in 2014. Prior to being elected Town Councilmember, she also served on the Wilson's Mills Planning Board. Ms. Dobbin hopes to use her time as a Councilmember to prioritize police safety, community appearance and continued growth, and activities and recreational opportunities for the people of Wilson's Mills.

Randy Jernigan is devoted to serving the community both in local government and as a public safety professional. In addition to his role on the Town Council, Randy is a firefighter and a 911 telecommunicator, demonstrating a deep commitment to the well-being and safety of Wilson’s Mills residents. Recognized as a “Hometown Hero of the Week” by 94.7 QDR in February 2025, Randy is celebrated for his selflessness, his willingness to help others, and his devotion as a father of three. He is known for always putting the needs of his neighbors first and actively participating in decisions that shape the future of Wilson’s Mills. Randy’s service reflects his passion for making a positive impact in the lives of those around him and his steadfast dedication to his hometown.

David McGowan is a married father of two with four grandchildren. He holds a B.S. degree in Aviation with a minor in Management. Mr. McGowan's career highlights include having been a U.S. Army Captain and aviator flying combat in Vietnam from 1969-1970, a Baltimore City Police Detective, and 14 years as the Public Address Announcer for the Baltimore Orioles Baseball Club at Camden Yards in Baltimore, Maryland.

Through his business, Tim has earned a reputation for reliable service and hands-on leadership in Wilson’s Mills and the surrounding area. Beyond his work in local government and business, Tim is also actively involved in the community’s spiritual life, serving as Associate Pastor at Wilson’s Mills Baptist Church. His diverse background and ongoing service reflect a deep dedication to the town’s growth, safety, and well-being.
